Start-Up Visa Canada in 2026: current status

Canada's Start-Up Visa Program was designed for innovative entrepreneurs who can build a business in Canada, create jobs for Canadians, and compete globally. The important 2026 update is that the program is paused for new commitments. IRCC states that, as of January 1, 2026, the Start-Up Visa Program is paused. Organizations stopped sending new commitment certificates after December 31, 2025, and applicants with a valid 2025 commitment certificate must apply by June 30, 2026.

That makes this page especially useful if you already have a letter of support, are deciding whether your 2025 commitment is still usable, or need another business immigration option such as the C11 Entrepreneur Work Permit, Intra-Company Transfer, or PNP Entrepreneur Streams.

Who this pathway was built for

Start-Up Visa was intended for founders with a qualifying business supported by a designated Canadian venture capital fund, angel investor group, or business incubator. A strong case normally needed more than a promising idea. Officers looked for credible founder roles, ownership structure, evidence that the business could operate in Canada, and proof that the designated organization made a genuine assessment of the venture.

If you already hold a valid 2025 commitment certificate, your application strategy should focus on completeness, consistency, and timing. If you do not have a valid commitment certificate, the practical next step is to compare business pathways instead of preparing a Start-Up Visa application that cannot be accepted under the current pause.

Eligibility snapshot

You generally need:

  • a qualifying business with the required ownership structure
  • a letter of support from a designated organization, if you are still eligible to apply under the 2025 certificate transition rules
  • language test results at CLB/NCLC 5 or higher in English or French
  • enough settlement funds for yourself and accompanying family members
  • admissibility documents, including police certificates and medicals when requested
  • a clear explanation of your role, business plan, funding, product, market, and Canadian operations

C11 Entrepreneur Work Permit

The C11 Entrepreneur Work Permit may fit founders who will own or operate a Canadian business and can show significant economic, social, or cultural benefit to Canada. It is a temporary work permit pathway, but it can help build Canadian business activity that later supports PR planning.

Intra-Company Transfer

The Intra-Company Transfer route can work for established international companies moving an executive, senior manager, or specialized knowledge worker to a Canadian affiliate, branch, or subsidiary.
