Quick answer
The C11 Entrepreneur Work Permit is an LMIA-exempt work permit option for business owners and self-employed applicants whose work in Canada can create significant economic, social, or cultural benefit. It is not a shortcut to PR, but it can support a well-planned business launch and later immigration strategy.
Who may fit C11?
C11 may be worth assessing if you:
- will own or control a Canadian business
- have business ownership or senior management experience
- can show funds to start and operate the business
- have a realistic Canadian business plan
- can prove benefit such as job creation, local service need, innovation, export potential, or regional economic value
- can explain why your active presence in Canada is needed
Documents that matter
A C11 file usually needs more than incorporation documents. Strong evidence may include proof of ownership, source of funds, business plan, market research, lease or location evidence, supplier or client discussions, hiring plan, licenses, franchise documents, and proof of previous business success.
C11 vs other business options
C11 is usually best for owner-operators and founders who need to be in Canada to run the business. If you have a foreign company expanding to Canada, compare Intra-Company Transfer. If your long-term goal is nomination through a province, compare PNP Entrepreneur Streams. For a broad overview, see Business Immigration to Canada.
PR planning after C11
Canadian business activity may support future immigration planning, but PR still depends on a qualifying pathway. You may later assess Express Entry, PNP, or a province-specific entrepreneur stream.
